Description
The Villo! concession, the Brussels' public bicycle service, ends in 2026. With NextGeneration EU funds, Brussels Mobiity query to Mobiped and TML to carry out an opportunity and feasibility study on bicycle rental services (Public bicycles, bike share, long term rental). The analyses rely on:- A global state of the art of bike rental services: littérature review, attendance to 5 high-level conferences, interviews with 20 experts, discussions with 30 European cities, talks with 40 service providers, tests of 30 services,
- A comparison of services in 20 European metropolises and a detailed benchmark of 9 European services with site visits and a working group in Brussels,
- A SWOT analysis of shared bikes in Brussels based on usage, observation, discussions with local stakeholders, and user and non-user surveys
- A socio-economic and qualitative analysis of the scenarios: Long term bike rental (LTR), private free-floating e-shared bikes, e-public free-floating bicycles, public e-bicycles with a mix of stations and dropzones, public e-bicycles with charging stations only,
- A detailed 7P marketing-mix proposal, considering the integration with public transport services,
- Recommendations regarding governance (and the possible implication of the public transport operator), the size of the service and the related budget,
- Guidance of further tender specifications.

Benoît appropriated the political ambition meanwhile proposing a realistic and exciting project. Initially reluctant, I discovered that public bicycles could even be useful in Brussels, which already have a strong cycling policy and where the cycling modal split reaches 9 %. I particularly appreciated the relevance of corridor discussions at international conferences with shared bikes players, well assisted by Benoît. I do recommend him!
